The Green Zone Peace Plan

On a day when 213 Iraqi people and seven soldiers were killed, here is a peace plan based on “New ideas” the Democrats and President say they are seeking.

The Green Zone in Baghdad under Saddam Hussein stood as a symbol of tyranny and torture. Under American rule it stands as a symbol of foreign domination, death squads and corruption. Here is a plan to end the war and turn the Green Zone into a symbol of hope and the best of humanity.

It starts with the Congress of the United States enacting veto proof legislation to right a wrong and offer a cease fire to the people of Iraq.

Congress shall resolve that the people of the United States admit that they were led to wage war on Iraq by erroneous information regarding weapons of mass destruction.

Congress shall apologize to the people of Iraq and authorize reparations to compensate for all people who were killed or injured as a result of the war and unleashed sectarian violence. The payment schedule shall reflect that the life of a citizen of Iraq is worth the same as the life of a United States soldier in Iraq. The current reimbursement to a lost soldier’s family is $100,000 death payment and $150,000 life insurance benefit. Estimated cost of death benefits paid to 1500,000 -650,000 Iraqi families will be $50- $160 billion dollars. (The Pentagon’s latest request for supplemental war funding alone is $160 billion.)

As a symbol, the United States will fund development of the Green Zone as a world medical research center for treatment of injuries and trauma of war. This should include a War of Aggression Museum as a memorial to those who suffered and died from aggressive wars.

To honor the fallen soldiers that their lives were not in vain, it will be declared that this was a war that ended aggressive American wars. Young Americans will no longer die in distant lands like Vietnam and Iraq waging war on people who did no harm to Americans.

Upon implementation of a cease fire observed by all foreign soldiers and warring factions in Iraq, the United States will remove all military personnel and equipment from Iraq within sixty days. All American military bases in Iraq will be converted into regional medical treatment and long term convalescent care facilities and housing for people who have been displaced from their homes because of the war.

For the sake of justice for all those killed or injured in the Iraq war the Congress shall order that all records of the war plotting, military conduct of the war and treatment of prisoners be open for inspection by international agencies. Any indictments resulting from such investigations shall be honored by the United States.

Congress shall affirm that the people of the United States are honor bound to observe the Nuremberg Principles and Geneva Conventions that form the basis for international law.

Congress shall recognize that a primary cause of the rise of anti-American wrath in the world is from allowing the export of military weapons to dictators and warring power factions. Therefore Congress shall declare an absolute embargo on the export of weapons from the United States. The American ambassador to the United Nations shall be instructed to work for a worldwide embargo on the export of weapons.

The Government of the United States shall offer these terms to the people of Iraq to allow for the restoration of their country and compensation for the war victims. In exchange, the people of Iraq will pledge to live in peace and forgive one another for the horrible atrocities no matter who committed them. The people of Iraq can lead the world to peace by declaring a perpetual state of forgiveness for crimes of the past. They must renounce revenge for the future of their children.

It is understood that the people of Iraq will form their own government free of foreign occupation. To avoid power struggles, the people of Iraq shall agree that all future oil and gas and royalties be divided and paid directly on a per capita basis to all citizens of Iraq. The federal and regional governments can raise revenues from sales, value added, property, or income taxes.

In brief, Congress should formally apologize to the people of Iraq, open the books for justice, cut off funding for the war, reaffirm the Nuremberg Principles, and stop the United States from being known as the “arms supermarket of the world.” This will save money and offer the hope of a peaceful future to the people of the world.
