MUMBAI: It is often though that there were two wars in Iraq, first in 1991 and then in 2003. Actually, there was only one war. The first war continued as an economic blockade, supplemented by air supervision and periodic doses of bombings. Iraq slid from a commendable rank of 50 on the UNDP's Human Development Index (HDI) in 1990 to 126 in 2002, a slide unmatched by any other country. The HDI ranking indicates the state of the people's health, education, essential needs and life standards. Why the war and the blockade? The search for Al Qaeda and weapons of mass destruction has been proved to be a sham. It all boils down to oil. At 115 billion barrels, Iraq has the third largest proven oil reserves in the world, after Saudi Arabia and Iran. The control of Iraqi oil fields has been the holy grail for every oil company and its spokesmen in governments.
