This is obviously an older post.
The military does in fact do a lot of recruiting in lower class groups and minority groups. However, they generally have more success because not only do military careers offer hands on experience and leadership skills to young men and women that are not afforded to people outside the military, but thanks to the GI Bill after WW2, any soldier who is a member in the armed forces for a required amount of time is entitled to a very sizable sum of money to apply towards education. Children of low income families generally see this as opportunity to pay for educations that are otherwise unattainable.
On the issue of counseling, unless a student is directed by his/her family it is up to the student to obtain counseling. Otherwise the armed forces will set up tables and the like and all you have to do is walk up and sign up.
