Its not Smokey the Bear. Its when they started putting out forest fires that the problem started. The Smokey the Bear campaign was so that people would be safe when starting campfires, preventing a fire from and un-natural causes.

On a side not I think its kind of funny how we're talking about the cause of forest fires on a war-debate forum.
