From January 9 to 20, the U.S. government will participate in a two-week conference at the United Nations on the UN Program of Action (UN PoA) on the illicit proliferation of small arms and light weapons (SALW). Please join Senator Diane Feinstein in asking your Senators to sign onto her Dear Colleague letter urging Secretary of State Rice to push for strong, detailed arms export control standards at the UN in January and July 2006.

The proliferation and misuse of small arms and light weapons (SALW) has a wide range of direct and indirect consequences. Hundreds of thousands of people die each year from wounds caused by SALW, and civilians make up a majority of the casualties. Abusive armed groups or repressive governments employ SALW in the course of committing human rights violations such as rape and forced displacement.
The UN Program of Action (UN PoA) on the illicit proliferation of small arms and light weapons (SALW) has promoted many governments to review or adopt new regulations to curb SALW proliferation, but one issue that needs to be addressed urgently is arms export criteria. Although the U.S. government has strong arms export laws and has supported strong arms export control standards in multilateral agreements, it has yet to promote such standards as a part of the Program of Action.
